Job Title: Project Controls Lead I, II, III or Planning & Scheduling Engineer I, II, III
Location: Midland, TX
Schedule: Monday–Friday | 40 hours per week
Pay Rate: Level I- $48/hr, Level II – $78/hr, Level III – $100/hr
Position Overview
This role supports capital project execution by providing leadership and expertise in
project controls, cost management, scheduling, progress measurement, and change management . Depending on candidate background, the position will align as either a
Project Controls Lead or
Planning & Scheduling Engineer , supporting multiple concurrent oil & gas projects within the Midland area.
Oil & gas experience is
required (XOM experience preferred).
Scope Option 1: Project Controls Lead (PCL)
Main Functions
Implements overall project controls direction through estimating, cost control, progress measurement, schedule development/control, and management of change.
Key Responsibilities
- Provide cost, schedule, progress, and change management leadership
- Develop and steward Project Controls Plans and MOC Plans
- Lead cost & schedule stewardship reviews and forecasting
- Maintain CBS, OCB, CCB, Project Master Schedule, and budgets
- Coordinate estimating, planning, and cost control priorities
- Administer Management of Change process
- Interface with Controllers on AFEs, budgets, invoices, and WIP
- Participate in bid evaluations and contract price budgeting
- Lead Gate Reviews, Advance Commitment, and Full Funding activities
- Review and endorse contractor baselines, forecasts, and progress
- Perform QA of contractor cost and schedule controls
- Manage project controls organization and mentor junior staff
- Drive capital efficiency initiatives across the project portfolio
Scope Option 2: Planning & Scheduling Engineer (PE)
Main Functions
Responsible for development, maintenance, control, and reporting of the
Project Schedule and Progress Measurement System , ensuring early detection of deviations and trends.
Key Responsibilities
- Develop and maintain integrated project schedules
- Establish contractor schedule and progress measurement requirements
- Review contractor schedules for logic, detail, interfaces, and accuracy
- Monitor and analyze progress, trends, and schedule performance
- Quantify schedule impacts from project changes
- Support corrective action and recovery planning
- Validate contractor progress claims
- Analyze quantity metrics across disciplines (civil, piping, electrical, etc.)
Required Skills & Qualifications (Both Roles)
Education
- Bachelor’s degree (or higher) in Engineering, Engineering Technology, or Construction Management – Required
Experience
- 5–15 years of relevant project controls experience (strict requirement)
- Prior experience specifically as a Project Controls Engineer or Planner
- Experience managing multiple concurrent projects (not single megaprojects)
- Oil & Gas experience required (XOM preferred)
Technical & Professional Skills
- Strong cost control and/or schedule control expertise
- Knowledge of project management best practices and work processes
- Advanced Excel and PowerPoint skills
- Strong analytical, mentoring, and influencing skills
- Excellent communication and stakeholder engagement abilities
- Ability to adapt to changing priorities and urgent requests
Additional Expectations
- Supervisory experience required (Project Controls Lead track)
