Work Location: Hybrid - Agency headquarters (Baltimore, MD), Local Education Agency sites, and virtual
Position Summary
Note: This is a pending position subject to contract award.
The CCEIS Consultant provides expert review and technical assistance to Local Education Agencies addressing significant disproportionality in special education identification, placement, and disciplinary actions. This role ensures compliance with federal Individuals with Disabilities Education Act (IDEA) regulations while supporting equitable practices across Maryland school districts.
Essential Functions
Review and Assessment
- Conduct comprehensive qualitative reviews of Local Education Agency CCEIS self-assessments and implementation plans
- Utilize the Division of Special Education's CCEIS Review/Feedback Tool to evaluate federal and state compliance
- Compare LEA self-assessment data with root cause analysis findings against disproportionality determination data
- Analyze alignment between planned expenditures and improvement actions
Technical Assistance and Collaboration
- Provide clear, responsive feedback on programmatic and fiscal components of local systemic improvement actions
- Collaborate with Division of Special Education fiscal and programmatic liaisons to monitor implementation alignment
- Co-lead ongoing technical assistance sessions for LEAs identified as significantly disproportionate
- Prepare and facilitate meetings with education agency stakeholders
Process Development and Implementation
- Develop effective processes, strategies, and supports for equitable co-development of CCEIS plan actions
- Create frameworks for co-implementation and co-evaluation of intervention strategies
- Focus on measurable outcomes, data tracking systems, and implementation fidelity
- Share best practices across multiple Local Education Agencies
Required Qualifications
Experience
- Minimum 4 years of direct experience with programmatic and fiscal implementation of CCEIS plans
- Demonstrated knowledge of federal IDEA regulations and state special education requirements
- Experience working with Local Education Agencies on compliance and improvement initiatives
Technical Knowledge
- Understanding of accessible design principles to ensure content meets federal and state accessibility requirements
- Knowledge of Voluntary Product Accessibility Template (VPAT) standards
- Familiarity with special education data analysis and disproportionality calculations
- Understanding of root cause analysis methodologies
References
- Provide minimum 2 professional references related to CCEIS experience and scope of work
Preferred Qualifications
- Advanced degree in Special Education, Educational Leadership, or related field
- Experience with Maryland's Division of Special Education policies and procedures
- Background in educational equity and culturally responsive practices
- Grant management and fiscal oversight experience
- Training or facilitation experience with adult learners
