Job Description and Duties

Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) performs complex and technical duties related to the Office of Legal Affairs’ (OLA) administration.  Duties performed by the AGPA include, providing clerical and administrative services related to processing audit disputes through administrative review, setting administrative appeals, hearings, and filings before Office of Administrative Hearings (OAH); serving as the lead in processing OLA contracts; processing invoices; performing CAL-Card purchases and Fi$Cal reconciliations; tracking Attorney General (AG) litigation cases and billings; and processing administrative appeal decisions.  The AGPA may serve as back up to other support staff, requiring performance of other administrative tasks, including, but not limited to, the tracking and processing of California Public Records Act (CPRA) requests and subpoenas.

The AGPA must be able to interact professionally and courteously with Department attorneys, managers, staff, and outside stakeholders while performing multiple tasks that often have stringent deadlines.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

The office is in a newly constructed, multi-story building in downtown Sacramento.  In-person and telework hybrid option available.  Work requires the use of a computer up to 85% of the time.  Occasional daytime and overnight statewide travel may be required.  Transport legal files and documents, as needed, to locations inside and outside the normal worksite for hearings and meetings.  File boxes of documents may weigh up to 35 lbs.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California.  All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge Of:

Knowledge of principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, government functions and organization; and methods and techniques of effective conference leadership;  Depth of knowledge on Regional Center system of service delivery;  • Understanding of State and Federal Courts organization, procedures, and Rules of Court;  Understanding of the Office of Administrative Hearing organization and procedures;   Understanding of Title 17 regulations, with an emphasis on Regional Center and/or Vendor audit appeals;  Proficiency in Microsoft Word, Outlook, Excel, and Adobe;  Knowledge of departmental programs, policies, and initiatives;  Experience working with high level managers, executives, legislative staff, stakeholders, and the public;  Possess strong analytical and computer skills, and have experience assisting with legal cases;  Possess the ability to work independently with little supervision or as a member of a team, take initiative, assume responsibility, and exercise good judgment;  Communicate effectively in writing and verbally in person, through the use of documents and electronic devices, and have the ability to work under pressure and meet deadlines.
